NMC teachers yet to receive 6th pay commission arrears

NMC produced bills for nearly 350 teachers employed in granted secondary schools and succeeded in garnering funds from the state government's school education department worth nearly Rs 8 crore, the civic body is yet to distribute the funds (to be paid mostly in cash) among the teachers. This has annoyed and upset the teachers deeply.

Pramod Revatkar of Vidharbha Madhyamik Shikshak Sangha said, "The NMC has received funds of nearly Rs 8 crore from the school education department in 2010 but all that the teachers received so far is two basic payments. Nearly 350 teachers from 22 granted schools are affected by this delay on part of NMC."

Out of 22, 17 are fully granted and 5 are partially granted. For these 22 schools, salaries of teachers are paid from grants received from the school education department. "The first cheque NMC received was of Rs 5,84,000 and the second cheque was nearly Rs 2 crore," said Revatkar. Thus, NMC is drawing interest on nearly Rs 8 crore while leaving the teachers in a lurch, he alleged.

Former Nagpur teacher's constituency MLC Vishwanath Daigwane had raised this matter in the Vidhan Parishad last year and the former CM Ashok Chavan had assured him that the arrears too will be paid to the teachers.

Former municipal commissioner Aseem Gupta and present commissioner Sanjeev Jaiswal have only made assurances so far while delivering nothing, alleged teachers who now have very little hope from NMC.

The NMC owes teachers 7 instalments of general provident fund (GPF) and arrears to be paid in cash for nearly 22 months. Some private schools have received two GPF instalments and are due for the third instalment while NMC school teachers have received none, informed a teacher. "Even the fifth pay commission arrears were paid to us after 8 years," he pointed.

"All that we received was 2 basic payments in April 2009," said an angered teacher while pointing that they have begun receiving new salaries under 6{+t}{+h} pay commission since January this year.

If the third instalment and cash payment is taken in to account, the NMC owes each teacher a sum of nearly Rs 2.15 lakh in arrears. Calling this a fraud, Revatkar said, "We are holding a protest on April 7. NMC authorities are guilty of depriving teachers of their legitimate ."

Madan Gadge, chief accounts and finance officer of NMC, denied having any knowledge of the issue and said, "I need to check on this." Education officer Vijay Humne remained unavailable for comment.
